The Public Sector Decarbonisation Scheme (SEEF Replacement)
From 1st April 2021, the England Salix Energy Efficiency Loan Scheme was replaced by the Public Sector Decarbonisation Scheme (PSDS). Salix continues to deliver energy efficiency programmes through the Public Sector Decarbonisation Grants Schemes.

Public Sector Decarbonisation Scheme (PSDS)
What is the PSDS?
Public Sector Decarbonisation Scheme (PSDS) offers funding support to public bodies. It allows organisations to upgrade existing heating systems using low-carbon technologies such as air source, water source or ground source heat pumps. In previous years, £31 million worth of funding was allocated to the education sector, and we helped our clients secure over £10 million of this. PSDS Funding
The Public Sector Decarbonisation Scheme provides grants for public sector bodies to fund heat decarbonisation and energy efficiency measures. The scheme has been set up to enable the public sector to reduce carbon emissions in line with the UK Government’s commitment to becoming net zero by 2050.

Public Sector Low Carbon Skills Fund (LCSF)
What is the LCSF?
Public Sector Low Carbon Skills Fund (LCSF) is a vital funding resource, providing grants to unlock decarbonisation in the public sector. For organisations that still heavily rely on fossil fuel-based heating, the LCSF is ideal as it enables you to develop energy strategies for more sustainable forms of heating.
Please note that there will be no Low Carbon Skills Funding for the financial year 2025/26. Any announcements relating to future rounds will be shared when available.
LCSF Funding
The Public Sector Low Carbon Skills Fund provides grants for public sector bodies to put in place a heat decarbonisation plan, providing them with the information they need to develop future applications to the Public Sector Decarbonisation Scheme.

How it does this differ from previous schemes?
How is this different to the Salix Energy Efficiency Scheme (SEEF)?
The scheme is grant funding, not a loan. Salix is now a government agency under the direction of the Department for Business, Energy and Industrial Strategy (BEIS).
Application Process & Timelines
What are the time scales? In a nutshell, very tight! From our experience we know that the applications to PSDS and LCSF are highly sought after and oversubscribed, hence you must be prepared and ready with all the information required to be `bid ready’.
